OEI, Gabinete de Niñez y Adolescencia, Inaipi y el Ministerio de Educación lanzan documento con reflexiones y propuestas para la Calidad Educativa y Atención Integral a la Primera Infancia
La Organización de Estados Iberoamericanos para la Educación, la Ciencia y la Cultura (OEI), junto al Gabinete de Niñez y Adolescencia, el Instituto Nacional de Atención Integral a la Primera Infancia (Inaipi) y el Ministerio de Educación de la República Dominicana (MINERD), lanzaron la publicación: “Calidad Educativa y Atención Integral a la Primera Infancia en Tiempos Cambiantes: Reflexiones y Propuestas para la Acción”.
El acto de presentación del documento estuvo encabezado por Raquel Arbaje, primera dama de la república; Besaida Santana, directora ejecutiva del Inaipi; Elvira de la Cruz, directora de Educación Inicial del Ministerio de Educación y Catalina Andújar Scheker, representante residente de la OEI en República Dominicana.
La publicación recoge las memorias del Seminario Internacional: “Calidad en la Educación y Atención Integral para la Primera Infancia en Tiempos Cambiantes” realizado los días 10 y 11 de noviembre del 2021, en el ámbito de la III Reunión de la Red Iberoamericana de Administraciones Públicas para la Primera Infancia, en el que participaron 23 países de la Red y que tuvo a República Dominicana como país anfitrión.
Las palabras de apertura del acto estuvieron a cargo de Catalina Andújar Scheker quien, además, presentó los puntos claves del documento, que contiene las reflexiones y propuestas para la acción en la región iberoamericana que resultaron de las ponencias, paneles y debates realizados en la celebración del Seminario.
Destacó que la publicación recoge las iniciativas de políticas públicas que, en materia de primera infancia y educación desarrolla el gobierno dominicano, entre ellas el modelo de atención integral del Inaipi, la promoción de la lactancia materna, el fortalecimiento de los bancos de leche humana y los sistemas de medición del desarrollo integral.
En tanto que, Santana de Báez destacó los aspectos significativos del evento y agradeció a la OEI por los aportes en favor tanto de la primera infancia, como del sistema educativo nacional.
Dijo que las memorias publicadas son el resultado de ese trabajo que empezó con el desarrollo del Seminario Internacional, pero al mismo tiempo marcan el inicio para implementar políticas públicas efectivas que impacten de forma positiva a la primera infancia.
Las palabras de cierre del acto quedaron a cargo de la primera dama de la República, Raquel Arbaje, en su calidad de presidenta honorífica del Gabinete de Niñez y Adolescencia, quien destacó que el documento es un aporte que valorarán todos los sectores que trabajan con la niñez.
“Para nosotras, como presidenta del Gabinete de Niñez y Adolescencia y cercana colaboradora del Inaipi, cada una de las ponencias que este libro preserva para la consulta, constituye un material orientativo de las políticas públicas y los programas a favor de la primera infancia”, dijo Arbaje, quien reiteró su compromiso y el del gobierno que encabeza el presidente Luis Abinader, con todos los temas que procuren el bienestar, el respeto a la integridad y el disfrute plenos de los derechos de los niños y niñas.
La temática de Primera Infancia ha sido central para la región Iberoamericana dada la importancia de esta etapa, no solo para el desarrollo, formación de inteligencia, personalidad y conductas sociales de las personas sino también como periodo clave para fomentar la inclusión desde los primeros años de vida. Es, asimismo, la etapa en la que mayor posibilidad se posee para reducir las brechas de desigualdad, construyendo infancia en condiciones de mayor justicia y sostenibilidad.
El documento lanzado que se encuentra disponible para descarga en la página web de la OEI, nos trae reflexiones y propuestas ante los retos que la educación para la Primera Infancia enfrenta en la actualidad focalizando en los aspectos de calidad educativa y la atención integral, con un antes y un después tras el estallido de la pandemia del COVID-19.
En el acto asistieron monseñor Ramón Benito Ángeles, rector de la Universidad Católica Santo Domingo (UCSD); Rafael Márquez Hernández, Primer Secretario, Encargado de Asuntos Académicos de la Embajada de Cuba en el país; además, Nancy Handal y Cecilia Reynoso, del Gana-RD.
También las subdirectoras del Inaipi Yanina Torres, de Gestión Operativa y Territorial y Harolin Almonte, de Relacionamiento Interinstitucional, respectivamente, así como Analía Rosoli, Jefa de Cooperación en Educación y Cultura de la OEI y Amy Víctor, coordinadora de Primera Infancia de la OEI en el país, entre otras destacadas personalidades.
