DIGEPRES PRESENTA AVANCES GESTIÓN PRESUPUESTARIA DEL SECTOR AGUA
La Dirección General de Presupuesto presentó los avances alcanzados por las empresas del sector agua que se han incorporado a la modalidad de ejecución en línea en el primer trimestre del año, a través del Sistema de Información de Gestión Financiera (SIGEF).
La iniciativa, responde a la Instrucción Presidencial No. 8661, emitida el 29 de abril de 2021, que indica que las Empresas Públicas No Financieras deben ejecutar su presupuesto a través del SIGEF y se enmarca en el Plan Estratégico Institucional de la Digepres, que busca fortalecer la gestión y la transparencia presupuestaria.
En una presentación encabezada por el director general de Presupuesto, José Rijo Presbot y Ana Lucía Burgos, encargada de Servicios de Empresas Públicas de Digepres, se dio a conocer que, de las ocho Corporaciones de Acueductos y Alcantarillados (CORAA) y el Instituto Nacional de Agua Potable (Inapa), en el periodo enero a marzo, cuatro han completado su incorporación al SIGEF. El resto de las entidades se encuentran parcialmente vinculadas y gestionando culminar actividades pendientes para, de abril a junio, finalizar su ingreso al sistema y ejecutar presupuesto en línea.
Moca, La Romana, Boca Chica y La Vega son las cuatro corporaciones que ejecutan a través del sistema.
Rijo Presbot aprovechó para reiterar la necesidad de seguir cumpliendo con las normas y el apego a la transparencia en el manejo de los recursos públicos y recalcó el apoyo de Presupuesto para seguir impulsando la eficiencia y la transparencia. “Hay un compromiso del presidente, una voluntad, que cuenta con nuestro apoyo para seguir resolviendo de manera eficiente el problema del agua”, agregó Rijo Presbot.
Mejoras en el desempeño y proceso más transparente
De acuerdo con el informe rendido por Digepres, los gastos de las entidades del sector agua empezaron a ser devengados en el SIGEF a partir de febrero con un monto de RD$272.92 millones, dirigidos fundamentalmente a la contratación de servicios. Mientras que, en marzo se presenta un monto de RD$738.83 millones, junto con una mayor desagregación de los conceptos, como construcción de obras hidráulicas y sanitarias, pago de remuneraciones y la compra de materiales y suministros, lo que evidencia una mejora en el desempeño de las entidades ejecutando su presupuesto a través del SIGEF.
El Sistema Integrado de Gestión Financiera (SIGEF) es una herramienta que, a través del internet, permite que las instituciones públicas gestionen sus presupuestos, registren su contabilidad y autoricen los pagos y un mecanismo de transparencia de la gestión pública.
Durante el encuentro estuvieron presentes, Wellington Arnaud, director ejecutivo del Inapa; Alberto Rodríguez, director Financiero de la Corporación de Acueductos y Alcantarillados de Santo Domingo (CAASD); Andrés Burgos, director de Coraasan; Reynaldo Méndez, director de Coraamoca; Wandy Batista, director de Coraarom; Oliver Nazario, director de Coraaplata; Félix de la Cruz, director de Coraabo; Roque Badía, director de Coraamon y Vladimir Viloria, director general de Coraavega.
