Obras Públicas y el INDRHI acuerdan iniciar los trabajos para construir el primer parqueo público en el Centro de los Héroes
El ministro de Obras Públicas, Deligne Ascención, y el director ejecutivo del Instituto Nacional de Recursos Hidráulicos (INDRHI), Olmedo Caba, suscribieron un convenio para iniciar la construcción de un edificio de parqueo de vehículos para el público que visita el Centro de los Héroes I.
El convenio, suscrito en el salón de conferencias de las oficinas principales del Indrhi, establece que el área a usar para la construcción del parqueo tiene 4,246.10 metros cuadrados, ubicada específicamente dentro de los terrenos que sirven de estacionamiento al edificio número uno del Indrhi, que tiene una superficie total de 8,715.69 metros cuadrados, y con ubicación en la calle República del Líbano esquina Paul Harris, Centro de los Héroes.
La nueva estructura, que consistirá en un edificio de seis niveles con capacidad para 545 estacionamientos, formará parte del Plan Nacional de Parqueos de Uso Público de la República Dominicana, a cargo del MOPC, y que está amparado por el decreto número 180-19.
También, al contrato de Fideicomiso para la Expansión, Mantenimiento y la Operación de la Red de Parqueos de Uso Público de la República Dominicana (ParquéateRD), como lo establece el decreto 181-19.
Las partes coinciden que son de la absoluta exclusividad del MOPC la construcción del parqueo, contratación de la persona física o moral que resulte ganadora conforme a la Ley 340-06, de Compras y Contrataciones Públicas, así como los planos, estudios, supervisión, administración, operación y cualquier otro derecho del referido edificio.
Ascención dijo que el acuerdo que permitirán que ambas instituciones puedan ofrecer a la ciudadanía una solución de estacionamiento, donde no simplemente servirán para quienes acudan al Centro de los Héroes a desarrollar alguna diligencia, sino que se constituye en un elemento de seguridad, sobretodo en una zona que demanda tantos estacionamientos.
“Este es el primero de una serie de edificios que serán construidos en el Centro de los Héroes; va a constituir sin lugar a dudas una solución que beneficiará a las millas de personas que de manera cotidiana desarrollan diversas actividades en esta área”, dijo.
Destacó la colaboración y el desprendimiento que ha tenido el director del Indrhi, y al respecto dijo que “nos llena de amplia satisfacción el que haya cedido un espacio tan importante, de aproximadamente unos 5 mil metros en el que vamos a edificar este edificio de estacionamientos ”.
Indicó que el parqueo también dará una respuesta cantidad de parqueo seguro a una importante de empleados y usuarios del Indrhi, “con lo que ganan ambas instituciones, pero sobretodo gana la ciudadanía con servicios con este”.
Mientras que Olmedo Caba resaltó el amplio plan de construcción de parques que inició el gobierno en distintos lugares del país, como el Distrito Nacional, Santiago y otros municipios.
Agradeció al ministro de Obras Públicas el hecho de que el Indrhi haya sido escogido para ser el primero en la zona del Centro de los Héroes, al tiempo de reiterar su apoyo al proyecto, “y de esa manera contribuir a llevar soluciones a esta zona, donde la situación de los parques es tan crítica”.
El director de ParquéateRD, José Cedeño, adelantó que el edificio para parqueos a construirse en el Centro de los Héroes estará dotado de horas sensores, seguridad 24, locales comerciales, salones de reuniones, ascensores, rampas para discapacitados.
El ministro de Obras Públicas estuvo acompañado de Domingo Santana, director Jurídico; José Cedeño y Dionicio de los Santos, director Jusridico de ParqueateRD, consultor jurídico.
El director ejecutivo del Indrhi participó en la actividad en compañía de Luis Decamps, director jurídico; Fernely Moquete, directora de Ejecución y Cumplimiento; Ángel de León, director Administrativo y Financiero, y Ramona Medrano, encargada Administrativa.
